Alon Levin of Hillsdale Charged With Computer-Related Theft

Acting Bergen County Prosecutor Gurbir S. Grewal announced the arrest of ALON LEVIN, a 52-year-old Hillsdale, New Jersey man, on computer related theft charges. The arrest came about as a result of an investigation conducted by members of the Bergen County Prosecutor's Office White Collar Crimes Unit under the direction of Chief Carmen MARTINO.

As a result of an investigation which began in 2013, the Bergen County Prosecutor’s Office White Collar Crimes Unit detectives determined that Alon LEVIN, the owner and operator of HQ Custom Design, was using his shop to conduct illicit activity. HQ Custom Design was identified as a motor vehicle design shop located at 275 Huyler Street in South Hackensack, New Jersey, which specialized in commercial and luxury custom conversions. Alongside the custom conversion operation, Mr. LEVIN was using specialized equipment in his shop to rollback vehicle odometers to conceal the actual mileage of numerous vehicles.

Specifically, Alon LEVIN was using specialized diagnostic tools, which when connected to a vehicle’s on-board diagnostics port (thereby gaining access to the vehicle’s on-board computer), could access the odometer reading and program it to display any number of miles. During this investigation it was determined that Mr. LEVIN was lowering the odometer readings in vehicles by tens of thousands of miles.

Odometer rollback schemes primarily target high mileage vehicles and result in various adverse results. A rollback of just a few thousand miles can greatly affect a vehicle’s resale value or change the turn-in costs on a lease. Insurance premiums are based on several factors, one of which is the vehicle’s mileage. A vehicle’s owner depends on an accurate mileage reading for critical maintenance scheduling.

On April 21, 2016, a summons was issued by the Bergen County Central Municipal Court for Mr. LEVIN.

Alon LEVIN was charged with one count of violating N.J.S.A. 2C:20-25B, Computer Related Theft by altering, damaging or destroying any data, database, computer, computer system, computer program or computer storage medium, a 2nd degree crime. Mr. LEVIN was released with the summons pending his first appearance in Bergen County Central Municipal Court on Tuesday, April 26, 2016.

Acting Prosecutor Grewal states that these charges are merely accusations and that the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.
